Governors
Follow the 3 core functions set out in the Governance Handbook 2020:
- To ensure clarity of vision, ethos and strategic direction;
- Hold the head teacher to account for the educational performance of the Academy and its children;
- Oversee the financial performance of the Academy and making sure its money is well spent.
Together, the Governors are responsible for:
- Setting aims and targets for the Academy and checking the Academy’s progress towards attaining these.
- Monitoring how well the Academy’s policies and plans are working.
- Accounting for the performance of the Academy and the Local Governing Body (LGB).
- Working with the Head teacher to make sure that teaching at the Academy is effective and good quality and the children are making the best possible progress.
- Taking general responsibility for the Academy and its budget.
- Challenging and supporting the senior management team and taking opportunities to show interest in and appreciation of staff and children.
- Promoting the interests of the Academy and its children in the wider community.
Elevate Governance:
As a multi-academy trust, Elevate is a charitable company limited by guarantee. This means that Elevate is a single legal entity, but it has several Academies within its family. Currently, Elevate has 14 Primary Academies. These are mainly situated across North Yorkshire with 1 Academy in West Yorkshire.
Elevate and their Academies work in collaboration with a single shared vision. The governance structure is designed to reflect the overall responsibility of the Board of Trustees, the (operational) leadership of the CEO supported by the School Improvement Team for education and the Operational Team; for the day to day running of the Academies by the Executive Head Teachers (EHT) and Head teachers coupled with the value of local experience and understanding of the LGBs in assessing the performance of our Academy and their interaction with the local community.
Elevate has established 3 key layers of governance:
- Members
- Trustees
- Local Governors
Although Elevate’s Trustees are accountable for all of the Academies within the Trust, it highly values the work undertaken by local governors in supporting, and challenging, our Academies and senior leadership teams to deliver high quality and inclusive education.
Elevate LGBs have a pivotal role in the overall framework of the Trust by having:
- An in-depth knowledge and understanding of their Academies;
- Sustaining uniqueness of their Academy whilst aligning with Elevate’s educational vision;
- Forging and maintaining links with their community;
- Providing the vital governance link between themselves and Trustees to enable the Trustees to carry out their responsibilities as leaders of the Trust.
The different responsibilities overseen by Trustees and Local Governors are set out in the Scheme of Delegation, which is reviewed on an annual basis.

The LGB comprises of:

Staff governor - elected by the staff at the Academy
2 Parent governors - elected from parents at the Academy
4 Co-opted governors - Invited by the LGB for their skill set from the local community
Associate member - Appointed by the governors to provide short term support in areas identified by the LGB. They have no voting rights and their term of office will be limited to 1 year.

Your Governors:
Steve Crocker: Head teacher
Steve was appointed as Headteacher of Carlton Miniott Primary School in September 2005. He has been a Governor ever since and has led the school through the transition to become an Academy.
Steve started his teaching career in 1991 and has worked in a number of Primary Schools in North Yorkshire, including, Mill Hill in Northallerton, Stokesley Primary and Masham Primary School.
Steve is married with two children who are at University.

Lianne Robinson: Co-opted Governor
Lianne was elected as a parent governor in March 2020. In addition to normal Governing Body duties she is the Link Governor SEND. She is also vice chair of the Local Governing Body.
Lianne worked as a commercial property solicitor in private practice for 12 years before leaving in 2015 to join the Department for Education as an in house solicitor delivering the property legal work necessary to acquire and develop land for new schools.
Lianne is married and has two children one in Year 5 and another in Year 3. She enjoys working closely with Carlton Miniott Primary Academy to support the school in its pursuit to provide a stimulating and productive environment for children to develop and grow.
Steve Westley: Parent Governor
Stephen was elected a parent governor in the January 2021, in addition to normal Governing Body roles he is the Link Governor for Health and Safety and Geography and History.
Stephen served as a pilot in the Royal Air Force for 16 years before leaving for a slower pace of life in December 2018, he now works for Jet2.com flying airliners at Leeds Bradford Airport.
Stephen has a young child in Year 1 and another child who will enter Reception in 2021. He is looking forward to working closely with Carlton Miniott and striving for the best education for all the children that attend.
Lorna Mallett: Staff Governor
Lorna was re-elected as the staff governor in November 2021.
Lorna is an experienced teacher and has taught the whole primary age range in a variety of schools in North Yorkshire and County Durham. She has worked at Carlton Miniott Primary Academy since January 2016 as a member of the Senior Leadership Team with responsibility for EYFS, KS1 and English.
Lorna currently teaches the Reception class; Early Years education is her area of expertise. She has a Masters Degree in Early Years Education, has been an Early Years Leading Teacher for NYCC and is an EYFS Profile Moderator. She regularly develops and delivers training for the Elevate Early Years Network.
Mark Davies: Co-opted Governor
Mark Davis joined the British Army in 1986 and was trained at the Junior Leaders Regiment Royal Artillery, Bramcote. On completion of training, he went on to serve in the Royal Artillery, completing operation tours in Iraq, Northern Ireland, Bosnia and Kosovo, Canada and Germany.
Mark achieved a full career as a soldier reaching the rank of Warrant Officer Class One, before being selected to become an Officer in 2010. Mark is currently a Major and the Unit Welfare Officer in Alanbrooke Barracks.
He is married and has three children. When not studying for a Honours degree in Education and Professional Development, Mark is a Bath Rugby Union fan, and enjoys orienteering and scuba diving.
Alison Flouri : Co-opted Governor
Alison lives in the local community and has been part of the Governing Board at Carlton Miniott school since 2005. She enjoys working alongside the leadership of the school to continually develop and
improve the education and life experiences of the children. Having worked as a teacher for 27 years has enabled her to perform her strategic governor duties with a sound operational understanding of
education. I believe a successful governor is one who is a ‘critical friend’ via a supportive and informed position. Alison's own two children had a wonderfully enriched and happy education at Carlton
Miniott School that has stood them in good stead for their current University Education.
